In a letter to Congress, Smith alleges that the Biden administration has commandeered the PEPFAR program, a $6 billion-per-year foreign aid initiative designed to alleviate HIV/AIDS predominantly in African countries. The administration’s aim, he asserts, is to advance an aggressive abortion-on-demand agenda.
